The May Fourth Movement (simplified Chinese: 五四运动; pinyin: Wǔsì Yùndòng) was an anti-imperialist, cultural, and political movement growing out of student demonstrations in Beijing on May 4, 1919, protesting the Chinese government’s weak response to the Treaty of Versailles, especially allowing Japan to receive territories in Shandong which had been surrendered by Germany after the Siege of Tsingtao. These demonstrations sparked national protests and marked the upsurge of Chinese nationalism, a shift towards political mobilization and away from cultural activities, and a move towards a populist base rather than intellectual elites. Many political and social leaders of the next decades emerged at this time.

Following the Xinhai Revolution in 1911, the Qing Dynasty disintegrated. This marked the end of thousands of years of powerful imperial rule, and theoretically ushered in a new era in which political power rested with the people. However, the reality was that China was a fragmented nation dominated by warlords, who were more concerned with their own political powers and private armies than national interests. The Chinese Beiyang government was caught up with such internal affairs, and did little to counter the influence exerted by foreign powers. The March 1st movement that happened in Korea (1919), the Russian revolution (1917), defeats by foreign powers and the presence of spheres of influence inflamed a sense of nationalism among the emerging middle class and cultural leaders. Leaders of the New Culture Movement, a largely intellectual movement which sprang up at this time, believed that traditional Confucian values were responsible for the political weakness of the nation. Chinese nationalists called for a rejection of traditional values and the selective adoption of Western ideals of “Mr. Science” (Chinese: 賽先生; pinyin: sài xiānsheng) and “Mr. Democracy” (Chinese: 德先生; pinyin: dé xiānsheng) in order to strengthen the new nation.

China had entered World War I on the side of the Allied Triple Entente in 1917 with the condition that all German spheres of influence, such as Shandong, would be returned to China. The Versailles Treaty of April 1919 awarded German rights in Shandong Province to Japan. The representatives of the Chinese government put forth the following requests:

abolition of all privileges of foreign powers in China, such as extraterritoriality.

cancelling of the “Twenty-One Demands” which the Japanese imposed on China in 1915 to strengthen its hold on Chinese territory.

a return to China of the territory and rights of Shandong, which Japan had taken from Germany during World War I.

The Western Allies dominated the meeting at Versailles, and paid little heed to Chinese demands. Britain and France were primarily interested in punishing Germany. Although the United States promoted Woodrow Wilson’s Fourteen Points (which, among other things, supported China’s rights to its own territory) and the ideals of self-determination, they were unable to advance these ideals in the face of stubborn resistance by David Lloyd George, Georges Clemenceau and the U.S. Congress. American advocacy of self-determination at the League of Nations was attractive to Chinese intellectuals, but their failure to follow through was seen as a betrayal. Chinese diplomatic failure at the Paris Peace Conference touched off the May Fourth Movement, and became known as the “Shandong Problem”.

On the morning of May 4, 1919, student representatives from thirteen different local universities met in Beijing and drafted five resolutions:

to oppose the granting of Shandong to the Japanese under former German concessions.

to draw awareness of China’s precarious position to the masses in China.

to recommend a large-scale gathering in Beijing.

to promote the creation of a Beijing student union.

to hold a demonstration that afternoon in protest to the terms of the Treaty of Versailles.

On the afternoon of May 4 over 3,000 students of Peking University and other schools marched from many points to gather in front of Tiananmen. They shouted such slogans as “Struggle for the sovereignty externally, get rid of the national traitors at home,” “Do away with the ‘Twenty-One Demands,’ ” and “Don’t sign the Versailles Treaty.” They voiced their anger at the Allied betrayal of China, denounced the government’s spineless inability to protect Chinese interests, and called for a boycott of Japanese products. Demonstrators insisted on the resignation of three Chinese officials they accused of being collaborators with the Japanese. After burning the residence of one of these officials and beating his servants, student protesters were arrested, jailed, and severely beaten.

The next day, students in Beijing as a whole went on strike and in the larger cities across China, students, patriotic merchants, and workers joined protests. The demonstrators skillfully appealed to the newspapers and sent representatives to carry the word across the country. From early June, workers and businessmen in Shanghai also went on strike as the center of the movement shifted from Beijing to Shanghai. Chancellors from thirteen universities arranged for the release of student prisoners, and Cai Yuanpei, the principal of Peking University resigned in protest. Newspapers, magazines, citizen societies, and chambers of commerce offered support for the students. Merchants threatened to withhold tax payments if China’s government remained obstinate. In Shanghai, a general strike of merchants and workers nearly devastated the entire Chinese economy. Under intense public pressure, the Beiyang government released the arrested students and dismissed Cao Rulin, Zhang Zongxiang and Lu Zongyu. Chinese representatives in Paris refused to sign on the peace treaty: the May Fourth Movement won an initial victory which was primarily symbolic: Japan for the time being retained control of the Shandong Peninsula and the islands in the Pacific. Even the partial success of the movement exhibited the ability of China’s social classes across the country to successfully collaborate given proper motivation and leadership.

For many years, the orthodox view in the People’s Republic of China was that after the demonstrations in 1919 and their suppression, the discussion became more and more political. People like Chen Duxiu and Li Dazhao shifted more to the Left and were among the leading founders of the 1921 Communist Party of China, whilst other intellectuals, such as the Anarchist writer and agitator, Ba Jin also took part in the movement. Originally voluntarist or nihilist figures like Li Shicen and Zhu Qianzhi made similar turns to the Left as the 1920s saw China become increasingly turbulent.

Mao Zedong claimed that the May Fourth Movement was a stage leading toward revolution:

The May 4th Movement twenty years ago marked a new stage in China’s bourgeois-democratic revolution against imperialism and feudalism. The cultural reform movement which grew out of the May 4th Movement was only one of the manifestations of this revolution. With the growth and development of new social forces in that period, a powerful camp made its appearance in the bourgeois-democratic revolution, a camp consisting of the working class, the student masses and the new national bourgeoisie. Around the time of the May 4th Movement, hundreds of thousands of students courageously took their place in the van. In these respects the May 4th Movement went a step beyond the Revolution of 1911.

The May Fourth Movement served as an intellectual turning point in China; it was a seminal event that radicalized Chinese intellectual thought. Western-style liberal democracy had previously had a degree of traction amongst Chinese intellectuals, but after the Versailles Treaty (which was viewed as a betrayal of China’s interests), lost much of its attractiveness. Woodrow Wilson’s Fourteen Points, despite being rooted in moralism, were also seen as Western-centric and hypocritical.

Many in the Chinese intellectual community believed that the United States had done little to convince the imperialist powers (especially Britain, France, and Japan) to adhere to the Fourteen Points, and observed that the United States itself had declined to join the League of Nations; as a result they turned away from the Western liberal democratic model. Marxism began to take hold in Chinese intellectual thought, particularly among those already on the Left. It was during this time that communism was studied seriously by some Chinese intellectuals such as Chen Duxiu and Li Dazhao.

Scholars rank the New Culture and May Fourth Movements as significant turning points, along with the abolition of the civil service system in 1905 and the overthrow of the monarchy in 1911. Participants at the time, such as Hu Shi, referred to this era as the Chinese Renaissance because there was an intense focus on science and experimentation.

The challenge to traditional Chinese values, however, was also met with strong opposition, especially from the Nationalist Party. From their perspective, the movement destroyed the positive elements of Chinese tradition and placed a heavy emphasis on direct political actions and radical attitudes, characteristics associated with the emerging Chinese Communist Party. On the other hand, the Communist Party, whose two founders, Li Dazhao and Chen Duxiu, viewed it more favorably, although remaining suspicious of the early phase which emphasized the role of enlightened intellectuals, not revolution. In its broader sense, the May Fourth Movement led to the establishment of radical intellectuals who went on to mobilize peasants and workers into the Communist party and gain the organizational strength that would solidify the success of the Communist Revolution.

Although the Movement was highly influential, many of the intellectuals at the time opposed the anti-traditional message and many political figures ignored it. Chiang Kai-shek, as a nationalist and Confucianist was against the iconoclasm of the May Fourth Movement. As an anti-imperialist, he was skeptical of western ideas and literature. He and Dr. Sun Yat-sen criticized these May Fourth intellectuals for corrupting morals of youth. When the Nationalist party came to power under Chiang’s rule, it carried out the opposite agenda. The New Life Movement promoted Confucianism and the Kuomintang purged China’s education system of western ideas, introducing Confucianism into the curriculum. Textbooks, exams, degrees and educational instructors were all controlled by the state, as were all universities.

Some conservative philosophers and intellectuals opposed any change, but many more accepted or welcomed the challenge from the West but wanted to base new systems on Chinese values, not imported ones. These figures included Liang Shuming, Liu Shipei, Tao Xisheng, Xiong Shili, Zhang Binglin and Lu Xun’s brother, Zhou Zuoren. In later years, others developed critiques, including figures as diverse as Lin Yutang, Qian Mu, Xu Fuguan, and Yu Yingshi. Chinese Muslims generally refused to follow the May Fourth Movement.

Although the May Fourth Movement did find partial success at removing Chinese traditional culture, there were still proponents who steadfastly argued that China’s traditions and values should be the fundamental foundation of the nation. From these opponents of Western civilization derived three neotraditional schools of thought: national essence, national character, and modern relevance of Confucianism. Each school of thought denounced the western values of individualism, materialism and utilitarianism as adequate avenues for the development of China. Each school possessed specific objectives. The “national essence” school sought to discover aspects of traditional culture that could potentially serve the national development of China. Such traditional aspects consisted of various philosophical and religious practices that emerged parallel with Confucianism. Most particularly, China imported Buddhism, a religion from their neighboring countries, India and Nepal. Under the “national character” school, advocates promoted the traditional family system, the primary target of the May Fourth Movement. In this school, reformers viewed their Western counterparts as shells without morals. Finally, the “modern relevance of Confucianism” revolved around this notion that Confucian values were better than Western ones. Eventually, of course, the Communist Party prevailed.

I had to think long and hard about recipe for today. Every era in Chinese history has had its influences on Chinese cuisine, as has regional variations. There are eight styles of Chinese cuisine – Shandong, Guangdong, Sichuan, Hunan, Jiangsu, Zhejiang, Fujian, and Anhui, each sub-divided into local varieties. An old saying goes:

东甜, 南咸, 西酸, 北辣

The East is sweet, the South is salty, the West is sour, the North is hot.

This not quite up to date because some of the southern cuisines, including Yunnan where I live, have developed very spicy dishes. Another saying goes:

食在广州,穿在苏州,玩在杭州,死在柳州

Eat in Guangzhou, clothe in Suzhou, play in Hangzhou, die in Liuzhou.

This might be a better guide for me. After all there is not really a cuisine that came out of the post-1911 era in China because of the general scarcity of food. The larger problem, though, is that the only way to get authentic Chinese dishes is to come to China. I’ve been to some restaurants in New York and Buenos Aires that do a fairly good job, but they present a very limited array from the enormous variety available here, and they often use Western ingredients. They use broccoli, for example, which is quite different from Chinese broccoli, a leafy vegetable like broccoli rabe. Home cooking of Chinese food in the West runs into numerous problems, most especially the inability to get a wok hot enough on a Western range.

Guangzhou, in Guangdong province, is famed in China for its chefs and dishes. In the West it is called Cantonese cooking (an alternate name for Guangzhou is Canton), but American Chinese style Cantonese is a far cry from what you can get in Guangzhou, where exotic ingredients such as cobra are the norm, and where the cutting techniques are superlative. You might get a fair simulacrum in the Chinatowns of San Francisco or New York, but only if you speak Cantonese or Mandarin, and if you find the right place, and, preferably, have Chinese friends. You get your fair share of “ordinary” Cantonese in China too. There are a few Cantonese restaurants in Kunming and the dishes are highly unremarkable (and expensive by local standards). But they are, nonetheless, a cut above American Chinese.

All of this means that I am in a bit of a quandary as to what recipe to offer for people outside of China. Here are some examples of classic knife skills, now quite rare:

The Unification Act (Ukrainian: Акт Злуки, Act Zluky) was an agreement signed on January 22, 1919 by the Ukrainian People’s Republic and the West Ukrainian People’s Republic in St. Sophia Square in Kiev. Since 1999 the Day of Unity of Ukraine, celebrated every year on 22 January to mark the signing of the treaty, is a state holiday. The agreement was aimed at creating a unified Ukrainian state, a movement long awaited by the intelligentsia on both sides. However, the Act Zluky was regarded as purely symbolic in that both governments still retained their own separate armies, administrations and government structure.

The text of the treaty included the following:

The territory of Ukraine, divided over the centuries, including Galicia, Bukovyna, Carpathian Ruthenia, and Dnieper Ukraine will now become a great united Ukraine. Dreams, for which the best sons of Ukraine fought and died for, have come true.

However the territory of Ukraine was unable to retain independence and in December 1920 the Ukrainian SSR of the Soviet Union was established consisting mostly of the territory of the Ukrainian People’s Republic. The territories of the West Ukrainian People’s Republic became part of Poland. In 1939 the territories of both became part of the Ukrainian SSR, and remained so until the fall of the Soviet Union.

To mark the 71st anniversary of the signing of the Act Zluky in 1990, over 300,000 Ukrainians created a human chain (approx. 482 km (300 mi)) from the capital Kiev to the western Ukrainian city of Lviv on January 21, 1990. The chain, the largest public demonstration in Ukraine since the beginning of Glasnost, was funded by the People’s Movement of Ukraine (Rukh).  Also, for the first time since the period of the Ukrainian People’s Republic, the blue and yellow national flag was raised.

On January 21, 1999, the President of Ukraine Leonid Kuchma decreed the “Day of Reunion of Ukraine” (Ukrainian: День Соборностi України, Den’ Sobornosti Ukrayiny), a government holiday, celebrated every year on January 22 to mark the political and historical significance of the 1919 agreement. In December 2011, President Viktor Yanukovych caused public controversy when he merged the “Day of Freedom” into this day, naming it officially “Day of Unity and Liberty of Ukraine” (Ukrainian:День Соборності та Свободи України, Den’ Sobornosti ta Svobody Ukrayiny).

The public outcry underlines an important issue: unity and independence are not to be confused.  A nation may be unified but under the control of another power; or it might be independent but not united.  The latter was the case with Ukraine in 1919.  In the aftermath of World War I its constituent regions were newly independent but separate political entities.  Act Zluky is celebrated on this day because it represented a step towards a longstanding desire for Ukrainian unity – even though it was only a token, and Ukraine was soon divided up between neighboring powers (and then subsequently united but under Soviet control).   The day continues to be an important celebration of the nationalist aspirations of nineteenth and twentieth century Ukrainian intellectuals which has now become a reality.

I doubt I have spent a single day in Ukraine without eating varenyky of some sort – quite often for breakfast as well as lunch. Varenyky are square- or crescent-shaped dumplings of unleavened dough, stuffed with mashed potato, sauerkraut, cheese, cabbage, meat, or a combination of these, or with a fruit filling. Under various names, such as pierogi and pelmeni, these dumplings are ubiquitous in eastern Europe, but each with their own little twist.  Commonly they are boiled to cook the dough, then sautéed with melted butter and served tossed with sour cream, or topped with fried salo bits (cured pork fat) and onions. Dill is also a common garnish. Sweet, fruit-filled varenyky are served with sour cream and sugar.

The dough varies widely even within Ukraine, from plain flour and water to rich combinations of flour, sour cream and egg.  I prefer a richer dough to contrast with plainer fillings such as mashed potato.  Here is one of version of varenyky that works for me. If you can get kefir (fermented milk) it is good in place of the sour cream.

Potato and onion is an extremely common filling, but for variety in this recipe you can exchange some of the potato for sauerkraut or farmer’s cheese.

Varenyky

Ingredients:

Dough

3 cups all purpose flour
5 ozs sour cream (or kefir)
4 tbsps butter, melted
1 egg

Filling

4 large potatoes, peeled and diced
1 large onion, peeled and thinly sliced
2 tbsps vegetable oil

For serving

butter
sour cream
chopped fresh dill (optional)

Instructions:

Make the filling first.  Boil and mash the potatoes.

Sauté the onion very gently until it is a rich golden color.

Reserve a small amount of the onion for a garnish and combine the rest with the potato and mix thoroughly. Add salt to taste.

To make the dough, combine the flour, sour cream, and butter and mix well.

Beat the egg in a measuring cup and add enough water to the beaten egg to make ¾ cup.

Add the egg to the flour mixture and combine to make a smooth dough.  You may have to adjust the amount of flour or liquid to make sure the dough is silky but not sticky.  Do not knead the dough too much because excess gluten will make the resultant product tough.  Let rest for about 20 minutes.

Meanwhile, bring a large pot of salted water to the boil.

Roll the dough out to about ?” thick and cut out circles about 3” in diameter (I use a drinking glass for this).  As needed re-roll the remainder and continue cutting until all the dough is used.

Place a heaping teaspoon of filling in the center of each circle and fold it over to form a half moon.  Crimp the edges well.

Working in batches, boil the varenyky for about 5 minutes per batch.  They will readily float when they are cooked.  Remove them with a slotted spoon and drain on wire racks.

Heat butter in a heavy skillet.  Again, working in batches add the cooked varenyky and sauté until they are golden on both sides.  Toss with sour cream and onions and serve warm garnished with a little chopped dill if you like.

Yield: about 30
